Regional Senior Procurement Manager

Your role:

1.     Regional Procurement Strategy

• Develop and deploy a regional procurement strategy aligned with Carrier ME business objectives

• Drive cost optimization, value engineering, and supplier consolidation initiatives

2.     Procurement Operations & P2P Governance

• Lead end-to-end Procure-to-Pay (P2P) processes including, Purchase requisition validation, Sourcing & tendering, Supplier selection & contracting, Purchase order approval and issuance

• Ensure compliance with Carrier procurement policies and Local regulations across ME countries

• Identify and mitigate procurement risks (supplier, contractual, financial)

3.     Supplier & Subcontractor Management

• Lead supplier selection, onboarding, and qualification processes across the region

• Ensure vendor pre-qualification and compliance with required documentation and legal requirements

• Establish and drive, Supplier performance management framework, KPI tracking (quality, cost, delivery, safety) and Supplier development programs

4. Contracting & Commercial Excellence

• Lead commercial negotiations with Top critical and key suppliers and subcontractors

• Ensure competitive pricing, favorable contract terms, and risk mitigation

5. Process Standardization & Transformation

• Drive implementation of standardized procurement policies, SOPs, and work instructions across ME

• Lead digital transformation initiatives (SAP, Ariba, automation workflows)

• Ensure integration of procurement processes with finance, logistics, and warehouse operations

• Act as a key regional advisor on procurement strategy and best practices

6. Team Leadership & Capability Development

• Lead and develop the regional procurement team across countries

• Define roles, responsibilities, and competency frameworks

• Provide coaching, training, and performance management

7. Comply with EH&S & Business Ethics as stated in Carrier Policies

• Comply with Carrier EH&S standards at all times.

• Report all accidents/ incidents or potential hazards

Key Performance indicators that will be used to evaluate the progress towards achieving expected business results are including but not limited to the followings:

1.     Cost savings & cost avoidance (Schedule A & Schedule C Programs)

2.     Procurement cycle time (PR to PO)

3.     Supplier performance scorecards

4.     Contract compliance rate

5.     On-time delivery (OTD)

QUALIFICATION / experience

1.     Bachelor’s degree in supply chain, Engineering, Finance, or related field

2.     10–15 years of experience in procurement / supply chain management

3.     Strong experience in regional or multi-country operations (ME preferred)

4.     Proven track record in:

a.     Strategic sourcing

b.     Supplier negotiations

c.     Procurement transformation

5.     Experience with ERP systems (SAP / Ariba preferred)

Professional certifications (CIPS, CPSM, Lean Six Sigma) are an advantage
