The Role

The EHS Leader (M3) is a senior leadership position responsible for developing, driving, and overseeing the Environmental, Health and Safety (EHS) strategy across Carrier Taiwan operations. This role provides strategic direction, ensures full compliance with Taiwan regulatory requirements, and leads the integration of EHS into business operations.

As a key member of the Taiwan leadership team, this role partners with operations, engineering, service, and regional/global EHS teams to foster a proactive safety culture, ensure regulatory compliance, and deliver continuous improvement aligned with corporate standards and ISO frameworks.

Key Responsibilities

·         Lead the development and execution of the Taiwan EHS strategy aligned with Corporate EHS policies and regional objectives.

·         Ensure compliance with Taiwan Occupational Safety and Health Act (職業安全衛生法), Environmental Protection Administration (EPA) regulations, and other applicable local requirements.

·         Serve as the primary liaison with Taiwan regulatory authorities, including the Ministry of Labor (Occupational Safety and Health Administration) and the Environmental Protection Administration (EPA), as well as local labor bureaus and environmental agencies as applicable.

·         Establish, implement, and continuously improve EHS management systems in line with ISO 14001, ISO 45001, and ISO 9001 standards.

·         Provide governance and leadership oversight for EHS programs including risk management, incident prevention, industrial hygiene, and environmental compliance.

·         Drive a proactive safety culture through leadership engagement, communication, and employee involvement initiatives.

·         Lead serious incident investigations and ensure robust root cause analysis with effective corrective and preventive actions.

·         Oversee internal and external EHS audits, regulatory inspections, and certification activities; track and close corrective actions on time.

·         Develop and monitor EHS KPIs; provide regular performance reporting and insights to Taiwan leadership and regional/global EHS stakeholders.

·         Ensure effective emergency preparedness and response (e.g., fire, earthquake, chemical release) and business continuity readiness across Taiwan operations.

·         Lead and develop the Taiwan EHS team through coaching, capability building, and succession planning.

·         Partner with business leaders to integrate EHS into operational planning, capital projects, new site activities, and change management.

·         Oversee contractor and supplier EHS management programs to ensure compliance with company standards and Taiwan regulatory requirements.

·         Ensure compliance with Taiwan hazardous substances and chemical safety requirements, waste management regulations, and air/water pollution control obligations.

·         Drive sustainability and environmental initiatives aligned with corporate ESG goals (e.g., energy, waste, emissions, compliance assurance).

Requirements

·         Bachelor’s or Master’s degree in Occupational Health & Safety, Environmental Engineering, Industrial Engineering, or a related field.

·         10+ years of progressive EHS experience, including people leadership/management responsibility in industrial, manufacturing, construction, service, or project-based environments.

·         Strong working knowledge of Taiwan EHS regulatory frameworks, including (but not limited to) the Occupational Safety and Health Act (職業安全衛生法), Labor Inspection Act, and relevant EPA environmental regulations (air, water, waste).

·         Demonstrated experience implementing and managing ISO 14001 and ISO 45001 systems (ISO 9001 experience preferred), including audit readiness and corrective action management.

·         Proven experience engaging with Taiwan regulatory authorities and managing compliance programs, inspections, and follow-up actions.

·         Strong competency in risk assessment, hazard identification, incident investigation, and corrective/preventive action effectiveness.

·         Experience in contractor safety management and high-risk work controls (e.g., working at height, electrical safety, LOTO, lifting operations, confined space, hot work as applicable).

·         Professional certifications are strongly preferred, such as Taiwan Occupational Safety/Health Manager qualifications (e.g., 甲級職業安全/衛生管理師) or equivalent.

·         Fluency in Mandarin and proficiency in English (written and verbal).

·         Ability to travel within Taiwan as required.
