Project Manager - Yokosuka, Japan

The Project Manager will fill multiple roles. This person will oversee and supervise major maintenance, repair and replacement work at NORESCO’s 40 MW electric and thermal production facility (the CGS).  The work will be executed through NORESCO’s contractors and their sub-contractors in a manner compliant with applicable safety, environmental, corporate, and contractual requirements.  The Project Manager’s position reports directly to NORESCO’s Operations Manager – Far East and will be administered through a 3-5 year International Assignment agreement with NORESCO/Carrier.  

Job Description:

Duties and responsibilities of this position include but are not limited to:

  • Assist in the development of NORESCO’s planned maintenance and special project schedules and coordinate with contractors to define and execute critical path plans.
  • Participate in operations planning meetings and coordinate maintenance needs with Navy Public Works and Naval Facilities operations.
  • Manage all contractor work on the CGS site and selected offsite work for NORESCO installed equipment and systems.
  • Monitor and analyze CGS and base operations data for equipment and systems condition assessments and adjustments to CGS maintenance plans.   
  • Identify resources required for planned tasks such as parts, tooling, equipment, materials, and work procedures. Review and confirm contractors detailed work plans meet the project’s needs.
  • Act as NORESCO’s Point of Contact for all CGS business when the Operations Manager is not in country. Liaise with Navy, Naval Facilities, contractors and other NORESCO support services as directed by the Operations Manager.
  • Coordinate with contractors, Navy Public Works and base Security in matters related to contractors’ and visitors’ base access and work permits
  • Following turnover of new equipment and systems from NORESCO construction, manage all warranty programs, claims, and work in accordance with warranty protocols and schedules.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree
  • 3+ years of Project Management experience in the electric power generation, cogeneration, industrial utility, or district energy industries with strong working knowledge of industrial equipment
  • 2+ years of experience with MS Word, Excel, and Project knowledge

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in an engineering, project management discipline or equivalent experience
  • Ability to lead diverse teams and work through complex problem analysis, identification of key factors, and implementation of corrective actions.
  • Excellent oral and written communication skills
  • Demonstrated, successful, customer relations experience
  • US military or DOD project management experience, Japanese language skills, and international work experience are a plus
